I’m trying to understand claims about voice-to-skull or frequency-based attacks. Has anyone found reliable information on them, or suggestions for what to do if someone feels targeted?

Claims of remote voice transmission or frequency-based influence aren’t established by reliable evidence. Feeling watched or hearing voices can still be deeply upsetting, but those experiences alone don’t show that someone is causing them remotely. A health professional can help assess possible causes and discuss ways to reduce the distress.

If this is happening to you or someone close to you, tell a trusted person and arrange to speak with a doctor soon, especially if it’s new or getting worse. It can help to note when it happens, how you’re sleeping, and any medication changes. If anyone is in immediate danger, contact local emergency help.
